The location rule must work both ways
A proposed centre must fall within the permitted location options for each learner. It is not enough for the new centre to be convenient or geographically close.
The permitted options can include the same centre, the centre first booked, or one of the three nearest centres listed under the current official rules.
Why two-way checking matters
Learner A may be allowed to move to Learner B's centre while Learner B is not allowed to move to Learner A's. A compatible match must pass the rule in both directions.
